Petition to the Minister of Foreign Affairs

Whereas:
  • Both the Northwest Area Water Supply Project and the Red River Valley Water Supply Project in North Dakota falls within the purview of a specific provision under Article IV of the Boundary Waters Treaty Act;
  • Both diversion projects will transfer water from the Missouri River Basin in the United States into the Hudson Bay drainage Basin and thus having the potential for adverse environmental impacts on both the Red and Souris Rivers and Lake Winnipeg in Manitoba; and
  • The Minister of Foreign Affairs of Canada, the Minister responsible for Boundary Waters Treaty, has the authority under Article IX of the Boundary Waters Treaty to refer these two projects to the International Joint Commission for review.
We, the undersigned, concerned citizens of Canada, call upon the Minister of Foreign Affairs to refer these two water diversion projects in North Dakota, as per Article IX of the Boundary Waters Treaty, to the International Joint Commission for review to ensure "that the waters herein defined as boundary waters and waters flowing across the boundary shall not be polluted on either side to the injury of health or property on the other" as per the specific provision contained in Article IV of the Boundary Waters Treaty.
