Petition to the House of Commons

Whereas:
  • The Atlantic Accord set regulations for the development of oil and gas resources offshore Newfoundland and Labrador for the benefit of Canada as a whole and Newfoundland and Labrador in particular;
  • It is understood that it is the right of Newfoundland and Labrador to be the principal beneficiary of oil and gas resources as determined in the Atlantic Accord;
  • The Canada-Newfoundland and Labrador Offshore Petroleum Board appointed by both provincial and federal governments is in place to carry out regulations laid out by the Atlantic Accord; and
  • The lack of enforcement of rules and guidelines by the CNLOPB puts Newfoundland and Labrador owned and operated companies in a disadvantageous position to bid on contracts in the oil and gas industry in Newfoundland and Labrador.
We, the undersigned, citizens of Canada, call upon the House of Commons to pass new legislation compelling the CNLOPB to:
1. Ensure Newfoundland and Labrador businesses receive equitable treatment when bidding on opportunities;
2. Create a clear definition of requirements for companies to meet in order to be considered as a Newfoundland and Labrador company other than a “storefront”;
3. Provide a mechanism to enforce regulations, so Newfoundland and Labrador owned and operated companies have fair and equal opportunities to compete for any contracts in the oil and gas industry; and
4. Demonstrate all justifiable measures have been taken to guarantee that Newfoundland and Labrador local suppliers have been granted a chance to participate in the contracting opportunity.
