Petition to the Government of Canada

Whereas:
  • A Proportional Representation system with a ranked ballot would lead to more multi-party collaboration.
We, the undersigned, citizens and residents of Canada, call upon the Government of Canada to implement the Jenkins MMP (mixed-member proportional) system with: 
1. The use of the Alternative Vote in single-member ridings, which involves electing the candidate with a majority of votes. If no candidate has a majority, the candidate with the least votes is eliminated and votes are redistributed to remaining candidates. This process repeats until a candidate has a majority;
2. The inclusion of proportionally elected regional compensatory members; 
3. Regions with around 4 to 19 seats each, including no more than 60% for local ridings, and the rest for compensatory seats (except in the Territories, which would have 1 seat each);
4. Ballots indicating a preference for a local candidate automatically indicating the regional preference for the affiliation of that candidate;
5. The allocation of the compensatory seats in a region being initially determined by the elimination of the groups with the fewest votes one-by-one, and the redistribution of their votes to subsequent preferences. This process continues until the remaining groups have either 5% of the regional vote or won at least 1 riding seat. Then, the D'Hondt method would be used for the allocation of the compensatory seats. If the group with the fewest votes does not win any seats, their votes would be redistributed and the last two steps would be repeated until all votes are counted for groups that have won at least 1 seat across the region; and
6. Regional compensatory MPs being elected as “best runners-up”, as per the Baden-Württemberg system.
