Petition to the Government of Canada

Whereas:
  • It is time to update the Employment Equity Act to include upgraded affirmative action plans that include personal advocates or sponsors, and deterrence of behaviour contrary to the spirit of our Constitution, which has as one of its fundamental values, the achievement of equality;
  • The current employment equity reports show marginal progress and paints a bleak picture of the progress of transformation in the Canadian workplace;
  • The continued high rate at which the majority appears to be afforded preferential treatment for recruitment, promotion and training opportunities at top management level is of concern;
  • This trend renders it highly unlikely to achieve equitable representation at this level in the near future;
  • The slow pace of change is due to this government’s outdated objectives and the neglect of real skills development;
  • Aboriginal women are not only missing from their homes but from our workplaces and continue to be the most underrepresented;
  • There are companies where official performance appraisals differ substantially from what is said informally; and
  • Executives are only sponsoring people like themselves.
We, the undersigned, citizens of Canada, call upon the Minister of Employment, Workforce Development and Labour to amend the Act to:
1. For greater consequence management, include higher monetary penalties;
2. Change the wording of the Act to include “shall” instead of “may” send a letter of direction;
3. Amend Sec. 33(e) to give the most underrepresented training opportunities, mentoring or sponsors, and to impose a quota on employers; and
4. Ensure training, tracking, incentives, mentoring, or sponsoring programs are implemented for all disadvantaged persons.
